Meter Installations
General Conditions
The consumer should consult the Association while
the project is in the planning stage to determine the most satisfactory
metering location. All meter locations, service panels and the associated
metering wires and equipment are subject to prior approval of the
Association.
Facilities constructed without prior Association metering
approval may not be connected if the metering location or metering
equipment are not acceptable to the Association. The costs to relocate
or upgrade the metering equipment to meet the Association’s
approval will be at the member’s expense.
The Association will
furnish a single meter at the point of delivery to the consumer’s
premises. Consumers desiring service at two or more separate points
of delivery shall be billed separately at each such point and the
registrations of such meters shall not be added together for billing
purposes.
- Meter Locations
- Residential and Commercial
Service Meters shall be installed on an outside wall of a building
which will always be accessible to Association personnel, at
an underground service termination pedestal, an appropriate,
approved mounting support or may be installed at Association
discretion on an Association provided meter pole. Meters shall
be installed at a height of four to five feet above the ground
or a platform, except when an underground service termination
pedestal is used. When a meter is recessed in the wall of a
building, a space of not less than six inches on each side
of the center of the meter base shall be provided to permit
access of Association test equipment.

- Self-contained Metering
Overhead Service - The meter
will be installed on an Association provided meter pole.
Underground Service - The meter will be installed in an
approved underground termination pedestal or at an approved
pump panel.
- Instrument Class Metering
Overhead Service
- The meter shall be installed at the consumer’s
pump panel or at the discretion of the Association, may
be installed on the primary pole.
Underground Service -
The metering will generally be installed on the primary
pole, but may, at the discretion of the Association, be
installed on a separate meter pole or in an approved underground
pedestal or panel box.
- Meter Poles - The
Association will normally furnish the meter pole where it is required,
and the Association-owned facilities will terminate at this pole.
- Current Transformers - A current transformer will be furnished
by the Association when a meter installation larger than 200 amperes
is installed. The connections from the current transformer to the
meter will be installed by the Association. Current transformers
will not be installed for residential 320 ampere meter service
or for commercial 400 ampere single phase service. No current transformer
will be supplied for a meter installation of 200 amperes or less.
- Meter Tests - The Association, at its expense, will make periodic
tests and inspections of its meters in order to maintain them at
a high standard of accuracy and will also, at its expense, make
one meter test per year upon request of a consumer. Additional
tests, at the request of a consumer, will be made and, if the meter
is found to register within 2 percent plus or minus, a charge sufficient
to cover the actual cost of labor, transportation and overhead
will be made.
- Inaccurate or Non-Registration of Meter - When
a meter fails to correctly register the amount of electricity used
during any period, the amount of the bill will be estimated as
specified elsewhere in these Rules and Regulations.
